The software list page says to raise missing entries on the subreddit, but r/lospec is approval-only now, and the #lospec-feedback Discord channel is read-only and points here. So: a suggestion for https://lospec.com/pixel-art-software-list
Phluxel is a Windows pixel art editor where the effects layer is written as one-line rules instead of animated frame by frame. You paint a scene, add a rule, and fire, rain, snow or growth runs over your art in real time on the GPU. Exports GIF, APNG, MP4 and sprite sheets.
Why it's relevant to Lospec specifically: it reads Lospec .hex palette files directly (also .gpl and .pal), and "lock to palette" applies to every export including animations, sharing one palette across frames so they don't shimmer. That feature is in the free edition on purpose.
